Not carrying a DL is a minor offence (see list of minor offence), thus culprit can ask policeman to fill the minor offence form (which they never have so it is good to have a copy on your car) then admit guilt and sign at the back of the form and pay the minor offence fee (which is 100 Kshs).<br>
