[Skunkworks] US Embassy Nairobi website - visa appointment page --- is it down permanently or my IP is blocked?

Hi guyz, am trying to access the above site to book an appointment but it keeps giving me this error message Oops! Google Chrome could not connect to 41.220.240.198 Google can only give me the site from their cache --- 7th April! Could it be that certain IP addresses have been blocked from accessing the site or its plain IT moodswings? note: i havent been able o access this page for the last one week!
