A court ruling made 2 or so weeks ago found it unjustified (the Transport CS failed to submit concrete proof of why it should be upheld).
However, the situation on the ground has yet to go back to normal especially after there was no solid directive to reverse the ban... leaving transport operators in a limbo. Most of the operators have chosen to err on the safe side - refraining from night travel.
I'll avail the source of the court ruling as soon as I locate it :)
