Why should ICT board be the only ones doign the empowering. Almost all the revolutionary ideas in technology were never initiated by the government. Its you and me who should do it. The government is busy trying to enact legislation to deter empowerment. How did the hacking and total control of the net including the taking of control of KENIC come up?<div>
