[Skunkworks] I was told selling a (dot)COM domain name as private owner and for profit in Kenya is illegal ?

I am selling a .COM domain names. Note I am a private owner, living in Kenya. I was just told that "individuals dont have the right to sell domains, unless they are licensed by the CCK or a similar institution of reckon, to do so.." Hard to believe !! Anyway I checked on KENIC website and it's all about .KE domain names. So, please shed some light for me Thanks
