That would depend on the licenses-

Exchange 2010, 2013 or 2016,
Standard or Enterprise,
Number of CALs/ users you need to have email accounts
Type of business- Gov't, Academic

This all assumes you have a Windows Server license. If you don't, get at least Windows 2012 DC

Also budget for an SSL certificate- a UC wildcard.
