[Skunkworks] Bill shock

Hi, Interesting reading about Bill_shock<http://en.wikipedia.org/wiki/Bill_shock> wonder if we can have the same legislation especially for KPLC. Do we have any initiatives on the same in kenya for telecommunication. Apparently you can configure telecommunication to eliminate instances of Bill shock as well. regards Patrick
