If you are at a location with Fiber and there is an ISP that is able to ride on it, and the cost of the bandwidth bracket you need is not a threat to your budget, then go for "that" ISP. I am saying this because those on fiber appear to be the happier lot.
ELSE go for VSAT if you can afford it.
I am not naming any ISP for you at this time. However, I use both Safaricom and AK. Safaricom for my voice traffic,given their redundancy structure and AK because of historical reasons:-)
