Actually, Safaricom is doing a similar thing for Nairobi already.
Our traffic jams make such info infrastructure more compelling, hence a good immediate business case.
My opinion is that projectlink - being in KLA - has a long-term ROI, something that only Google can do. It also gives Google a chance to understand and shape the usage of such infrastructure.
