What do you mean by level one for edge networks ??
I'd like to believe the person above meant Acsess Layer

When would it be recommended to use an IP DSLAM..?????? thats the big question
On Access Layer of a network, considering that network architecture has The Core, The Distribution and The Acess layers then an IP DSLAM would come inhandy in providing ADSL, ADLS2+ and many other triple play services to residential subcribers

My 5 cents!

try level one for edge networks for use in apartments, estates. core and distribution networks stick with bigger names.
