My take is: I love my OS however slow or fast it is and I don't ever want to be dependent on the internet to work on my computer in any case most of my work -> coding is offline, I only use my browser to network and research. So I will politely say no to the Google Chrome Os in favour of Ubuntu, OSX and Windows (in that order)
Web based does not equal internet dependent. You will still be able to work offline.
