First "we" need to accept the reality that we are a failed state. Now the "we" here is where the issue starts. If the citizens accept this as a fact, will our leaders do the same? We don't have much clout on our MPs to start with. It never happens until election time approaches.
However, we all know for a fact that the failed state issue is a consequence of the 2007 elections, the ramifications of which we all know and that is where we need to start! The real question is "How", as you already put it. We need our legislators to take cognizance of this fact and do what needs to be done to correct it. That which needs to be done is as diverse as the Kenyans are divided on the truth.
We need functional governance structures.
