@ Sam,

You've given me an insight in this regard. Sometime back I read in Daily Nation about a police unit which was supposed to counter cyber crime related issues, but was disbanded and the equipment which is supposed to provide such information is idle at the CID Headquarters. According to the information, the equipment was supposed to be used by the police to combat technology related cases especially SIM cards( I think this came up as a result of the PEV that rocked Kenya in 2007). The blame on the PEV was on mobile phones as the sole culprit.

Attempts have been made to counter cyber crime related issuesm just as these links provide: http://www.itnewsafrica.com/?p=1829 and http://www.itnewsafrica.com/?p=2390

Sure, this should be a general concern, its no difference from other sorts of cybercrime which is also not different from other forms of security in human life.  With the recession taking the reason behind it is due to poor security & people walking away freely without being penalized for offenses. There are so many madoff like characters around who are playing silly games to enrich themselves but letter the toll hits them.

The problem is not if someone is going to be able to hack on your account be it email or bank account & do malice. The issues should be what "PENALTY" someone gets for attempting or suceeding in such attempts.   Right now the Pentagon & Home Defense Dept of the US are considering a different approach to fighting Cyber Crimes & suprisingly engaging in Cybercrime to win Wars. It was tabled that Cyber Crime alone can have far much more reaching effects on the economy of a nation than that experienced after 911 attacks... Imagine ?..... The pentagon from a reliable grape vine hv used counter offensive attack in technology to win some of their battles.  The worst case scenario of war experienced before was the Hiroshima story of detonating the atomic. The next which I hope wont happen will be right here on the net ... CYBERWAR.

As a country we need to revisit issues of cyber offenses knowing very well kenyans are copycats au wase wa mwakenya we need to have severe punishments for those who engage in this sorts of activities for malicious gain. We jst hv guys who do the right thing for the wrong motive with no permission !  They need to give answers & held accountable. Besides that we need a govt sponsored entity specifically to deal with Cyber related offenses jst like the Law of the land deals with Other crimes. If Migingo was in Asia or somewhere around Russia Geogia ehhh. "siyo reli ingeng'olewa" we should hv our Cyberforce chapa huyo mzee kabisa arushe mikono aseme "shikeni mali yenyu aiiiii" ! We seriously need to revisit our legislation on cybercrime.  I saw someone say how can we take down the internet in an easy way. If Baba was around by now ungekuwa you know where but you are so lucky you hv a girl and you are sure he securly loves you. Whoever hates Peace likes Chaos and they sure will find it at their door step. Legislation should prevail.
