Think along the lines of kannel, hard-coding using a language of your choice and going the clickatell & cellulant way as Timothy says.
Alternatively you may cut the chase (and the budget too) by simulating the "message sent" part. ( This kills the Kick)

For choice 2

You'll need to Develop the login interface or do a bit of code "pimping" on whatever u'll use.
Then look at modem hardware interfacing (a phone will do here). You can then either branch into AT commands or use tools like Toxygen or Kylix (I highly recommend this. Hope they still offer the tool as a download option)
