Mouz.. lets not get ahead of ourselves in thought. Kenya does not have the capacity to manufacture the kind of infrastructure IBM is offering (If indeed it has moved to Jogoo House - if it has, *hat tip - you are very connected and informed :-) ), what is has is a bunch of patriotic engineers (Cryptographers/Mathematicians, Electrical Engineers and Computer Scientists) who can verify if the infrastructure is secure and robust enough to get the job done.  

Perhaps you can enlighten us more on potential back doors that can be found in OS's, firmware or hardware that Jogoo House should watch out for.
