Honestly speaking, if you are okay with the OS, whether Android or Windows, I guess you might want to choose whether you want Lumia 1020's great imaging capabilities or Note 3's productivity and better flexibility of Android OS. Android still does some things better, someone mentioned that the two have the same screen size, no they don't. Lumia 1020 is 4.5" while Note 3 is 5.7". Note 3 has a full HD 1080p SuperAMOLED display while Lumia 1020 has an AMOLED HD 720p display, Windows Phone only started supporting 1080p displays in Q3, only device doing this is Lumia 1520. Something you won't find out there randomly, the radio on the Note 3 is Intel and better performing, you will find this significant when you go to low coverage areas like on top of KICC and find the Samsung performing better. I could go on and on, but it's not what others say that is the ultimate decision maker, it's you after weighing opinions. The flagship devices perform differently too - A friend has a Sony Xperia Z that hangs and has poor network (though not sure on whether he is on latest version of the software or he got an early incomplete, build).

What I mean by the same is in reference to the best implementation or rather the flagships of either ecosystem, HTC one, galaxy s4, iphone 5s, newest lumia whatever and even the newest blackberry will all perform at similar grades in terms of games, movies, battery life etc. Budget devices are a whole other ball game across the board.

The specs may be similar, but be warned, some device manufacturers suck at porting OSes to their phone, you may end up with a sub par experience. Some load too much garbage on their phone.
Then it gets complicated, a 5 or 8 megapixel camera is really not similar across devices, Samsung will have better 5 MP cameras than LG.
A HD display is also not necessarily the same display - OLED displays will have deeper colours and less power consumption than TFT displays
So when the English used to explain specs across devices hints at the same thing, plus device manufacturers are coming up with more ways to increase their profits by playing around with specs eg using a smaller sensor but throwing in an 8 MP camera, as you will notice on devices such as ZTE.

Increasingly I am finding smatphone offerings to be pretty much the same in terms of reliability, style etc. What it starts boiling down to is the ecosystem you prefer, is it Windows Phone, iOS, Android?

It's simple ..what do you want .. could be you will be good with lesser spec /priced phone ..answer this
1. Style 2. Technology 3. Functionality /practicality 4. Both are basically the same size so size is not an issue 5. Future expectations (how long till you get the next big thing) 6. and ofcourse .. your personality

You can check this comparison<http://versus.com/en/nokia-lumia-1020-vs-samsung-galaxy-note-iii>. They do a fairly good job of isolating the differences btn phones/devices

My advice? Go for either Note 3 or Lumia 1020. Or the third option which may come up somewhere along the line.
I am just summarizing the responses you are likely to get beforehand
