Get the right tool for the right job.

Do some research on web filtering   appliances. Haven't looked at Cisco for this task personally.

There are several methods to do this. It depends on the nature of the sites you want to block. plus the capability of the router. I find blocking using IPs a problem because IPs for some sites keep changing.
