I think you all are missing a role of a mailing company who will get the data from the sender company and forward the physical mail and as well digital mail to posta. There are two ways mails reach posta A) the sender company sends to posta where the volumes are low B) an outsourced service provider who will do the printing and mailing part who will forward it to the posta This will work when all sending companies route their mails through an authorized mailing company. As I mentioned it has to be customized to work here and posta will play an important role. Posta already has database of users and it has to provide a digital space for each box which can be locally hosted or in the cloud provided all security and NDA are met.
Now the question will be how the mails get digital format, this will be done by mailers who will be in between posta and companies who send mails.
It will be free for the person who receives mail but will be charged to the sender a minimal fee which will be much less than costs involved in sending physical mail.
