
The way I understood it. . The more unused or underutilised the specific cell you are in, the cheaper it is for you to call . . So those isolated spots in the country will call for the lowest prices . . Thus people will call at 'offpeak' times and encourage those in rural areas to call more so as to use the network which would lie idle anyway. . Left me a bit confused myself, but im thinkin its a tarrif that charges depending on the number of hops to the recipient's base station, so that a local loop costs you less than calling a far away price. Maybe michael (copied) would care to expound. Being a technical audience, on the nitty gritty.
