The concept involves a procedure caller Reservation and Commit. During reservation, a quota of your balance is allocated to enable to access the internet. During this time is Available balance (A) = Actual - Quota
The Commit procedure will report to the billing system what your actual usage of the quota is and the difference "commited" back to your account. During this time Available balance (B) = Actual - (Usage of the Quota)
Commit procedure kicks in when a session is either 75% of the quota allocated or completely disconnected.
If you want to check the "correct" balance, then disconnect your session. The billing system will get the usage units and calculate the Available. balance. While in active session, the Reservation and commit requests will in be play and that's why you will get such conflicting results.
This "anomaly" is becoming very common nowadays due to the "always-on" nature of smart phones and is not unique to one opco or the other. All use the same Reserve/Commit procedure. The best time to get the Available balance is when the data session is disconnected or when data service is disabled/airplane mode,etc. This is what customer care should advise customers.

This got me alarmed, because I just bought 1.5GiB on the said line on Saturday, and never quite used it to this extent. So I called Customer Care to find out and the lady told me she is not able to access the system to get the usage details, so I should head to selfcare.safaricom.co.ke and register, then find the data. Not sure that is possible, but I don't like the process.
A few minutes later, I again sent "balance" to 450 and got the following:

Now, suddenly, there is 12MB more to my data bundle! Such a big discrepancy I must say.
However, this still doesn't explain to me where my 1.4-something GiB has disappeared to... I am waiting till their system is up for an explanation.
Anyone seeing the same with Safaricom??
