The TV Graphics you are reffering to is a software -content production tools for the digital media (Television). The most popular and widely used is called Vizrt which has several Software for different purposes. There is VIZ|Engine, VIZ|Trio, VIZ|Ticker etc. For your case, u wl'd require VIZ|Trio and VIZ|Engine, in order to display things like a logo, Match results etc.
Availability: They don't have an office in kenya but it's widely used here.
Cost: No idea, but I know there is an initial cost plus annual licence.
