3) Compare that against IP-PBX solutions available (off the shelf)
4) Compare that against building one yourself Asteris, SER etc are
amongst the most common IP-PBX solutions out there.
In the long run if you have a tight budget its easier to go for 3. If
you have the technical skill sets in-house you can go for option 4.
