Actually, Mpesa is regulated under some banking act.
Both parties will have to be consulted before the transaction is reversed.
If party B hasn't "cashed" mpesa yet, and party A raises a dispute, then the transaction is suspended.
However, if party B has cashed the transaction, then hard luck!
