Why don't you ask Safaricom/AK/Zuku/Simbanet by giving them your GPS co-ordinates?
Else, if you are talking about bundles, just arm yourself with an unlocked 3G dongle and 3 SIM Cards - Safaricom/Orange/Airtel.
Test each of them with the dongle and see signal quality and make a decision using signal quality vs bundle rates.
You seem to be talking WiMAX vs 3G. WiMAX has no bundles, IIRC.
And you better be having a 3G router with a USB slot for a dongle.
