Its a strategy, they just wanted to reduce a PC to a tablet, but then, the next Surfaces will definitely have a SIM or LTE functionality as thats the future. I think new bigger (hard disk / Memory wise) Surface's are in production now as we speak. Windows RT is not real Windows 8 and so doesnt support most if not all programs we use in windows.
If I were you, I would have waited for Windows 8.1 or 9, most of the feedback regarding Windows 8 has been sorted in these versions.

I wonder why Microsoft didn't think of a GSM version of the Surface, but I guess that could be on the way but currently it is putting off a lot of adopters.
