Ah, in the case of the VLAN interfaces, you're probably running that trunked into a switch then, and the VLAN subinterface won't show a DOWN when there's a problem? I think in this case, you're going to have to run an routing protocol of sorts, that will actively monitor the state of the connection, and switch to the serial when the fiber goes down.
