ffmpeg , from experience using -sameg and converting to a different format like avi would a tad reduce the size. if your connection is stable (thats the key), you can leave it uploading and the utility to upload on youtube does a fine job of intelligent rentry

Could someone please guide me on any tools for:
1. compressing the file (while maintaining "good enough" quality) to a size that I can upload easily e.g. 10 MB...or even less...
2. converting the file to another format (e.g. avi or m4v)
