More often than not, the root cause of such embarrassing bottlenecks lies in the tendering/procurement mischief. Probably whoever bagged the job did not have solid technical competence to deploy an elegant solution.

Hard luck to you  if you were to offer the concerned institutions a fix - even on pro bono terms!
