It means that your ISP has blocked those specific ports from your LAN outwards.

I saw this a few days ago with Safaricom while assisting one of the members here. The ISP (QB) CS guy gave us some explanation that I'd rather not state here.

I cannot figure out why an ISP would block POP3/POP3S/IMAP/IMAPS ports from a LAN. Blocking of SMTP/SMTPS is understandable.

The explanation for your case would be that there is a host on your LAN which is compromised, probably participating in a bot network and your ISP decided to kill a flea with a mallet.
