While useful, timthumb is to be avoided unless you absolutely cannot live without it. It is a great security risk - although it has been patched severally. In fact, themes that include it are no longer accepted in the official WordPress theme repository.

In my experience, it saves a lot of time and money to start with a good framework that has already done all the basic stuff for you.
