I agree with you especially on the second part,(Communal security),I don't get how all the people i met on that road could not give me a hint of danger ahead and am sure they knew very well am in dangerous waters..I met over 50 people.Different groups,other walking alone,and none gave me a hint. Lets be human,if you see me walking in the direction of a ditch,tell me,I'd rather tell u i know about it than be sorry that u dint warn me... I think reporting helps the police to know the cut to expect from the thugs(team mates)cause as you report you report how much they took,what else...bla bla bla.(If you report 10k,they definitely know how much to expect.)
