I think we all agree that all factors (aircraft, airdefense systems and personel) all have to be in work in harmony to produce the highest effeciency possible for the betterment of the overal defense strategy. Hopefully the F-15s we acquired were the latest upgrade F-15C Eagle. F-15 has the highest kill ratio ever. I also agree with you that proper air defense system will go a long way. If you overemphasize on SAMs, these special birds can open the door for other aircraft to walk in and out of your airspace with impunity.
