The suggestion that Kenya has reached a point where information collected from cell towers and banks is sufficient to mitigate terrorist is both naive and laughable.

1. Kenya runs a predominantly cash based economy
2. There are no official residence records in Kenya
3. There is not formal transport system in Kenya and no way of tracking movements of residents
4. It is reported that terrorists are choosing to hold face to face meetings when discussing their plans

and the list goes on.

I tend to agree with the writer, if only those in charge (NSIS) knew the potential of (Big) data.But again, just like oil, data has got lots of politics in it.
About privacy, there is nothing which will stop the government (just thinking) from doing Surveillance on anybody if they wanted to.
