I don't think your server "fetches" mail from Access Kenya since they don't give POP3 services, but rather mail is delivered to your server by MX, AKs server just being your primary MX with a static route to deliver to yours. That's an assumption, because you did not give any details on your domain name.

If the foregoing is true, then your server will NOT be able to get any e-mails from AK when AK link is down. Why? Because the static mail routing configuration at AK does NOT include details of your IP from JTL - unless you publish that in DNS and unless AK includes it. I know AK does not deliver by MX purely - they use static routes on their MTA, but you can ask them to change this.

Also, I have this feeling that your outbound mail traffic is on the AK link. If that is so, then complications arise when you start sending out mails via JTL link, unless you publish your mail server's A RR records to include both IPs. If you use a smart host to relay, it becomes even thicker. However this was not in your question:)
