Bottom line David is when you say you are providing a service let the customer know of any restrictions before hand. Different users have different needs so you need to let them know what you offer. When I am paying for s service I expect quality service. Dont tell me you calls wont go through because you have many users or someone is using a lot of bandwidth. Deep packet inspection is routine in most telcos given the volume Torrents are occupying in any given network and safaricom are well within their rights to manage quality.
It's actually a fact that top 10% of users, eat up 80-90% of bandwidth, by any standards this is not acceptable even in a traditional ISP. Don't bother Michael Joseph, he has bigger fish to fry.
