I meant for a Kenyan who does not have a DL, and is working in Uganda, can he apply for a Ugandan DL and will that DL be valid when he comes back to Kenya?

For east africa (Kenya UG and TZ , not sure about rwanda and burundi) your kenyan DL is valid. If you look at the cover it says EA Kenya so you dont need another one
