Don't think there is a regulations against skipping a technology. Its purely market driven.
As someone had said before, it's just too early to dump 3G. I bet more than 90% of the phones are not LTE ready. And this may not change for a couple of years.
If cellphones in most people hands were LTE capable, there earlier plan would work.
