Anyone experienced delays with custom clearance of late?

I have this shipment that took 3 days to arrive from Netherlands but is still held at customs, well into the 3rd week.

All duties/charges were promptly settled and we're constantly doing follow-up; Fedex is running out of apologies for the delays arising from the customs end.

Are we doing this badly really?
