@RAD, when you get a huuuge internet bandwidth (like i am sometimes getting), what immediately comes to mind? I can bet to many, its a question like "how long does it take to download a torrent? or a movie , or in some cases, a really big file like the debian multi arch iso. but trust me the first reaponse has to do with downloading a file that is not necessarily legal.
I think this is a very myopic view point. Getting infrastructure for this sort of initiative will require cooperation of big business -- ISPs, Telcos etc and starting off from the get go as an illegal file sharing network immediately eliminates their participation
