Here's one that you can setup easily and includes a billing system( if you do not want to create from scratch ), including allowing the client to create their own scratch cards. Download the ISO file, burn it and install on a machine that has 2 network cards. Use an older machine so that you do n ot have problem with card drivers.
It has many settings you can create, including the home page customization and is the cheapest in its class.
