So i'd harzard that startimes have no business showing any channel if you dont pay. And if it comes to 'free' channels, I imagine they will only will only show KBC probably because they are a national broadcaster, not because its free, and even that would be KBC channel 1.
Why? well imagine if I came up with a free channel to show whatever, who decides that it is free and should be delivered? who pays for that resource? what incentive so to ask does startimes have to deliver citizen tv to your house? there is nothing like 'TV delivery neutrality:-)' to borrow from net neutrality:-) that discussion as far as I know was never had, if it was, i doubt something came out of it.
