Six years ago I had to get a replacement for my brother who was out of the country. As long as you know the date of birth duh!! and the hospital of birth or better yet, if you have a photocopy you can just go to the attorney generals office, i think its called registrar of birth/deaths something like that. The process is painless though I cant remember what exactly I did but I was able to que and be served on my brothers behalf. I went back a week later to pick up the copy.
