The server is routing traffic meant for the public IP address via the Private VLAN interface instead of the other interface. Why is the question.
 
How many default gateways do you have on the server?
Have you specified any static routes on the server?

Have you looked at ARP ? Sounds like the interface either arps to the wrong Mac/ip or listens listens/opens a socket on the wrong ip. Easy to check with basic tools.  Tcpdump would would be a good place to start. Arp -na or arping might saidia... Among others

@Wash - from my experience, it decides how it thinks IP services need to behave on a box, for complete control, I always use the networking scripts at /etc/sysconfig/networking-scripts/ to get the actual control I need. Network manager to me works best on a desktop environment with lots of different dynamic connections

I've removed NM & am now even in a worse state :-( Cant now reach the interface even when the private is removed - Let me troubleshoot this one first.
