In layman terms this is what is most likely happening....
Make sure you match the name [principle name] used to generate certificate with what you are using in outlook. For example if you used *mail.ngige.com <http://mail.ngige.com>* to generate certificate, use same in outlook [pop/imap etc]. If you use a resolved dns IP or local address it will keep popping till Jesus returns to pick his believers.
