Its also fair that the Bparty pays for the diversion to CParty simply because the Aparty is not expected to know forehand whether Bparty has a diversion and to which network [affecting cost].

Thus should Bparty establish an expensive diversion to CParty, Aparty will not be affected [Aparty will pay for the cost to BParty only, which he/she knows the amount].
