My 2 cents.
Convert the PDF into Word, remove the Watermark and reconvert into PDF, if you've got the software.
My little thinking!

Hi guys,
I have this PDF file with over 400 pages, each of which has a watermark that is removeable using Foxit PDF Editor. However, as far as I know, you can only do this page by page. Is there any application that I can use to do it on every page given the range of page numbers to edit?
Shukran,
Me.
