For sure the law exists to protect children and other vulnerable groups. Infact, there are rules by the Kenya Film Classification Board about threshold hours (6am -9pm I think) during which broadcasts are supposed to be of "Family" class. Maybe the problem is in enforcement.

And petitions can work because now citizens have all the rights to approach public bodies etc etc...(maybe the petition needs to be put in "cleaner" language)

Anyway, perhaps this discussion should be taken to KICTANet where policy heavyweights have policy discussions. Would be interesting to hear their responses.
