There is something along those lines in kuhustle.com currently in beta, invites to the platform are references, so you invite people known to you as good service providers and then people bid for jobs.

I've interacted with fundis and i admire the way they work. They always know their fellow fundis such that fundi wa mawe will not pretend to do wiring or piping but will always have names of other fundis specialized in other areas.I've just had a guy looking for a developer to assist in a simulation project, i suggested python and getting a free developer is a problem.Dear All,Is there a database of local developers with their specialities where one can push jobs depending on the need.Food for thought to us coders!
