Are you aware that you can cause someone to be sacked by installing the requested system? Do you expose a cookie jar to children and then spank them because of eating the cookies or you keep them away from their reach so you don't have to waste your time taking remedial action.

Advice the guy to block what he considers unneeded & undesirable so the staff do not access in the first place. There are very many systems that can be used to achieve that.
