Are you sure skype is your problem? I would doubt it because much of the bandwidth on skype would be from a video conversation, and if bandwidth is low then the video frames would be too slow to have any meaningful video chat. I think that transfering a continous large file (which would cause the network to slow down) is not the same as transmitting video frames. Each frame is like a small file therefore it's like transfering many small files. What made you conclude it's skype?
